New system performance adjustment

I have QPFRADJ set to 3. 3=Automatic adjustment
I know that this can be a bad thing for the Query optimizer because it has
to recalculate when memory sizes change. But let's skip that for now.

Migrated this lpar over the weekend from a P9 to a P10. Traditional ERP
workload. This is Wednesday so it's had a few days of load.
