Pending job logs are not in an output queue. We can use use WRKJOBLOG JOBLOGSTT(*PENDING) command to review them.

When looking at DSPJOBTBL, sum of "In-Use" entries should closely (I have always seen a difference of a couple of entries) match the difference between Total and Available permanent job structures. It should also match (again with a small difference) the "Jobs in system" value found on (WRK)DSPSYSSTS ASTLVL(*INTERMED or *ADVANCED) command.

DSPJOBTBL command can also show the detail of "In-Use" entries in terms of active, job queue, output queue, job log pending job statuses.
