Usually (there MAY be some exceptions - WTF do I know?) this can be changed
in the middle of the day, while a job is running, etc. I know that I did -

that IBM picked the most annoying CCSID so that you would change it to one
more appropriate for your location.

Many of us have changed that system value during the middle of day on our
production lpars and have never looked back. Me, I picked 37. But your
location may differ.

Leaving it at 65535 will cause you no end of grief in data conversion,
downloading, etc.
