Well I am not a COBOL developer, It occurs to me that you can create the
file in advance with CCSID 1208, leave it empty, then populate/overwrite
it. I think so.
I would probably use the open() "C" API. I understand you can always
integrate the "C" standard library from COBOL. It¡s strange though, that
the instruction does not generate the XML with CCSID 1208 (UTF-8).
