Yes. Probably there's a system exit, so there is no need to alter user profiles, SBSDs or the like? With that the thing might boil down to how to send the message instead of how to get the system to do this at signon time.
As said in another message, I'll put this aside for now, because the effort is considerable in any case.
One big disadvantage to this is that you would have to update ALL user profiles to have the INLPGM parameter to point to that program.
Don't wanna do this. Also, if a user already has set an INLPGM, how to cope with that? Also, an INLPGM can easily be overridden on the signon screen, so the message won't be shown. Searching for a foolproof and defaults-preserving way. Seems to be most hard?
