You don't need to create a local certificate. Just create the *SYSTEM
store.

The only other thing you may need to do is import specific CAs for your
endpoints for Telnet. HTTPAPI you can turn of strict SSL (just like with
GETURI) so you really don't need the CAs installed for that.
