Assuming disk is no object and you keep audit journals for a long time,
And you have spool auditing turned on,
Do you see any flaws with finding dormant printers by using the following?

    WHERE OBJATTRIBUTE LIKE 'PRT%'
    and not exists(
SELECT *

            STARTING_RECEIVER_NAME => '*CURCHAIN'
    ) ) AS X
  WHERE SUBSTR(OBJECT, 11, 10) = 'QUSRSYS'
    AND SUBSTR(OBJECT,  1, 10) = OBJNAME
    AND OBJECT_TYPE = '*OUTQ'
       )

I found just under 50 this way.
