It means the license is per user (like the compilers for instance) and during the grace period there is no limit. Once the grace period expires, then it looks at the number of users and will release (revoke) license grants down to that number. If it happens to be zero, then all the licenses are revoked.

What does this exactly mean?
Can we "release" other users to avoid more critical workers?

I had recently used: 10=Reset peak usage
This is not an IBM product. Apparently once you exceed that peak the countdown is started. So I am trying to figure out what exactly they mean by "all users exceeding the usage limit are released".
