It means the license is per user (like the compilers for instance) and during the grace period there is no limit. Once the grace period expires, then it looks at the number of users and will release (revoke) license grants down to that number. If it happens to be zero, then all the licenses are revoked.

Subject When the grace period expires, all users exceeding the usage limit are released, starting from the most recently added user, until the number of uses no longer exceeds the usage limit.

When you have a licensed product,
And you get
CPI9E75: Grace period expires in xx days
And it further says:
When the grace period expires, all users exceeding the usage limit are released, starting from the most recently added user, until the number of uses no longer exceeds the usage limit.

What does this exactly mean?
Can we "release" other users to avoid more critical workers?

Usage limit . . . . . . . . : 500
Threshold . . . . . . . . . : 450
Usage Count Information:
All partitions . . . . . : 295.00
Local partition . . . . . : 290.00
Peak Usage Information:
Peak usage . . . . . . . : 290.00
Last peak . . . . . . . . : 09/17/22 13:38:01
I had recently used: 10=Reset peak usage
This is not an IBM product. Apparently once you exceed that peak the countdown is started. So I am trying to figure out what exactly they mean by "all users exceeding the usage limit are released".
