And like the article answers, lots of people. Because they are not x86's
paltry 1 core = 1 thread (or maybe 2 if they aren't doing the same thing),
the POWER CPUs have been SMP8 for the last 3 generations (P8, 9, and 10) So
1 core is pretty powerful by itself.
I would rather question who can have such a powerful core and only 64G of
RAM, which has been the limit for the 4 core machines for a long time now.

For small or large shops with a small number of users of IBMi, this could
be a good option to purchase compute capability and also IBM support.

It certainly created some interest in my current work environment.
