1% of what? Complete allocated storage for that particular LPAR? Or free storage of that LPAR?
AFAIK, in earlier times, the well-accepted solution was to regularly re-IPL to reliably recover temporary space. Considering your habit of always staying current with OS releases and PTFs, a re-IPL might happen often enough so it might not become a threat.
Since Domino is involved, I think you might consider contacting IBM about your issue.
