Why not moved/save-restore the QM Query and Form as objects to the other environment?

I developed a few QM queries and the development LPAR.
I have the source for the SQL(QMQRY) and the form (QMFORM).
I moved the source to another library and am trying to create the queries.
The queries fail to create.
The error indicates that there is a problem with line 1.
I checked line 1 against the guide and it is correct. It was created by the
RTVQMQRY.
I tried to use STRQM but it does not recognize the source members.

Does anyone know what settings are required to get STRQM to bring the
source into STRQM to allow me to create the queries?
