The best way to edit arbitrary files in the IFS is *jEdit
<http://www.jedit.org/>*, either by mounting the IFS on your local machine
via sshfs (Win/Lin/Mac) or using jEdit's own file browser which knows how
to use ssh/scp to connect and read/write remote files.
- jEdit knows EBCDIC and other encodings
- jEdit has syntax highlighting for scores of languages
- jEdit is Java and runs on any reasonable Java platform
