You need two entries. One for the 15th, and one for Months End. 15th is straightforward.

Addjobscde FRQ(*MONTHLY) SCDDATE(*MONTHEND) should do what you want about running at Months end.

There's no distinction about workdays or not, unless you add SCDDAY(*MON *TUE *WED *THU *FRI) RELDAYMON(*LAST).
