In my case, I can say that FIN spooled files are spooled files that have
already printed and are no longer on the system. Since ACS chokes if a job
has FIN spooled files, that means I can never view spooled files for jobs
that have printed anything.

Pretty sure FIN means that the spool file was opened but never written to.

I see these only when accessing the spooled files from WRKUSRJOB. We do
not see these with WRKSPLF. And we definitely do not see them from ACS
printed output.
