I'll wager you're also losing the group profile information. I think the most relevant piece of information from IBM's documentation would be this excerpt:

There might be some changes that are made to a user profile when it is restored.
The following rules apply:

If profiles are being restored individually (RSTUSRPRF USRPRF(*ALL) is not specified), SECDTA(*PWDGRP) is not requested, and the profile that is being restored does not exist on the system, these fields are changed to *NONE:
Group profile name (GRPPRF)
Password (PASSWORD)
Document password (DOCPWD)
Supplemental group profiles (SUPGRPPRF)

We're migrating to a new 7.4 system from a 7.2. I've done a savsecdta to a
save file on the 7.2 system, ftp'ed to the new 7.4 and did rstusrpf onto the
new box. Problem is, the profiles are restoring but without passwords.

How do I get the passwords from the 7.2 to the 7.4 system?
