Rob, I think the “autostart” is handled in CHGIPLA.

Earlier versions of the OS has STRTCP as an autostart entry or some such thing in one subsystem. Then that setup changed later down the road. Perhaps someone most familiar with antiquated versions of the OS couldn't find the old method, thought it couldn't be starting up, so they added it back in?
