We have a customer preparing to switch QPWDLVL from level 1 to level 2.
And I was reviewing the docs for such a change, and Chapter 7 of the
Security Reference said to get a PRTUSRPRF TYPE(*PWDLVL) report.

And it says that there are 11 users (out of hundreds -- the report is 78
pages long!) that have "*YES" for "password for level 0 or 1," but "*NO"
for "password for level 2 or 3."

Why on Earth would a user be incompatible with QPWDLVL 2? If it's in the
manual, I'm failing to notice it.
