"Best?" If you at 7.2 or older, probably so. With 7.3 and newer, you have the SQL table functions - you mention CHGOWN - that could be used for library objects using path naming, perhaps. But it's intended for IFS, right?
But SQL to handle both IFS and library objects would need 2 of the table functions - one for each type, I believe.
I'm pushing hard on SQL solutions, aren't I? Hey, I just keep hearing from IBM just how much they believe it, too.
