I've met a couple of folks who just up-fronted the $s themselves as they needed the software but not the hassle of getting financial approval.

I don't think $50 is much. It's just the hassle of getting approval. Some people have a lot of corporate hassle.

Check out the easy400.net site. They have a bunch of (free?) utilities
that
allows you to read and from and to Excel files.

Long ago everything there was free, but now most of the
interesting/useful tools, including this one, are behind a paywall.

Is $50 a lot for a company to pay for a software product? I know we are
all used to getting those things for free but when considering IT budgets
this is pretty insignificant.

The utilities do not stop working after the year is up so you could
consider that you are paying $50 to purchase all the utilities. If in a
couple of years you want to upgrade them, just pay the $50 again.
