To clarify my answer, in order to reset the QSECOFR password, you would need to restore the LIC and OS from IBM-supplied media, not from your own backups.

As far as I can tell, it seems that your only alternative is to do a scratch install of the LIC and OS,
which will enable you to reset the QSECOFR password.
Then you'll then need to reapply PTF's and restore the rest.
