IBM was always great on shifting responsibility to the admins. Why should they care to "get stuff right" (and tested) initially when thousands of admins can read lengthy texts to probably compensate for that?

I don't know another company which *forces* you to read (or at least blindly acknowledge) multiple license disclaimers for individual LPPs at install time. But I bet such a company will also force you to read lengthy texts before "blindly" applying PTFs. Not all of IBM have understood that part of their job is to make the life of Admins easier. At least to my understanding.
