Maybe

2=Restart IPL matches CPF0903
0=Operator panel IPL matches CPF0905

Oops. Checked a third system
It also has 0=Operator panel IPL
But it has CPF0903 - Unattended IPL in progress. And I know it has been
in Normal position.

The problem child had some unique disk issues which necessitated IPL'ing
to DST.

Would QIPLSTS tell you?

Changing the panel changes the value of DSPIPLA on the fly. (just tested
and confirmed this)

So far the closest I've found is
CPF0905 - Attended IPL in progress.
vs
CPF0903 - Unattended IPL in progress.

With CPF0903 you'll see:
CPI35AB - Apply PTF started.
With CPF0905 you will not see CPI35AB and you'll end up with WRKPTFGRP
showing stuff like:
Status
Apply at next IPL

Any other way to check? Someone could purge DSPLOG.
