2=Restart IPL matches CPF0903
0=Operator panel IPL matches CPF0905

Oops. Checked a third system
It also has 0=Operator panel IPL
But it has CPF0903 - Unattended IPL in progress. And I know it has been in Normal position.

The problem child had some unique disk issues which necessitated IPL'ing to DST.
