60 drives? That sounds a lot for an IBM i LPAR. I am not familiar with SCSI setup for tapes drives but, there must be somewhere some mapping in the VIOS to the VTL drive. Did you check that mapping?

You can try to run a D-IPL from a virtual CD, through the VIOS, containing a microcode and use the menus to set an alternate installation device. At this point you will see which tape drives the partition can use.

They are all empty except one.
This tape is in Drive 1, which also has the lowest Serial Number.
