I've always had to define a tape device and boot from that. DD, and
Cybernetics.
I believed SPHiNX as well, but that's been quite some time.

In this case the 'Load Source' is in fact the tape.

For some VTLs you cannot IPL from a 'library' it must be defined as a
'Tape Drive' (Cybernetics for one.)
