Let me make this a little more definitive.
There are a couple of ways to install Java. One is to use some sort of Windows Installer. This makes java globally. This is where the tinfoil hat crowd has an issue. In theory someone could click on a website which fires off it's own java programs (like IBM's Download Director) and it could be malicious.
You could also install java locally to the application itself. iACS supports this. Makes it a lot easier for those who hike around with iACS on a thumb drive. When installed locally java will not be activated by clicking on links on websites.
