I think it is safe to say, ACS is not a replacement for iNav - they have some similar functions, but ACS has an action that pulls up iNav, which speaks to this question, seems to me.

They are intended for different target audiences.

The new Navigator has some areas that need to be added that are not in the
first release but I remind folks that it took awhile for Navigator for i to
catch up to and surpass the iSeries Navigator client too.
