Like IBM likes to say. "It depends"
The JRE (Java Runtime Environment) should be enough, If you place the JRE
next to the ACS files you can download the .zip. If you usually install it
systemwide, the .msi would be the better option.
I usually bundle the JRE with the ACS files just to avoid having JAVA
available systemwide for any malicious file to use.

Rob, in the meantime, AdoptOpenJDK got absorbed or bought into another
company and they won't be distributing IBM's J9 runtime anymore. That's why
IBM came with that "marketing did not check what semeru means to a normal
japanese" name.
You can download the semeru runtime built by IBM directly from:
https://developer.ibm.com/languages/java/semeru-runtimes/
And there you can get the Java 11 J9 JDK for Windows.

The former is "Normal" while the latter is "Large Heap"

Do I download all four files on the right? If so, what do I do with
them?
