If you use EXECUTE IMMEDIATE or PREPARE to run the statement then it's dynamic and will not require a package.
The argument was to use static instead of dynamic as much as possible to shave a few microseconds off of the execution time. If changing to dynamic doesn't create that much a noticeable difference, then it should be a tool in the toolbox.
