I kid you not, we had a VERY SIMILAR issue with an 8203-E4A that we just
resolved.
Was it HMC managed, or not?
Have you tried a manual D IPL from the I_BASE_01 LIC DVD and attempt to
connect with the LAN operations console? (Ours was a single partition box).
Maybe you can get some insight with DST, as Rob mentioned.
Also, try connecting to the ASMI for a readout of any service events.

In our case, the error also presented itself after we powered down the box
for a UPS upgrade. Apparently staying off for too long is kryptonite to
these boxes. If anyone else has an 8203-E4A, I HIGHLY recommend to not turn
it off.
Long story short, we followed the ASMI messages and ordered a backplane
(apparently a bad FSP), control panel, and ribbon cable, although I'm 90%
sure it was the ribbon cable on the control panel. Anyways, after fixing it
(without IBM's help), we had that same load source error. In our case, it
was because we had switched out the backplane, so we had to follow this

Our saving grace was the ASMI, IPL from DVD, and spare parts.
