I believe using that option in ACS also requires that TS1 be loaded.
To me it's no big deal to load. Especially since it's free, etc.
However I suppose if you're running some obsolete version, dropped support, misplaced your install media and are doubting you can log into ESS anymore I can see where it might be an issue.
As a general rule I would say load TS1 on all new lpars, upgrades, etc. We're probably talking about $1.95 worth of disk space - nothing to cry "Bloatware!!" over.
