I think each and every Memo To Users has the standard lines in it associated with each subtopic at
https://www.ibm.com/docs/en/i/7.4?topic=system-programming-considerations

Sometimes they're pretty definitive. Sometimes really generic. An example of both is at:
https://www.ibm.com/docs/en/i/7.4?topic=considerations-changes-system-printer-files-other-supplied-objects

Sometimes IBM tries to work with you. For example if they add a new autostart entry to a subsystem description they may not replace it upon upgrade but just alter it. Sometimes you shoot yourself in the foot like I did and thwart this process. For example I used to copy the QBATCH subsystem description to a different library and copy it back upon upgrade. Did this as standard for so long that the creation os was either V1 or V2. Problem is that there's some obscure ditty about IBM not being able to alter ones done this way, and were this old. So I had to recreate it from scratch with a few hundred job queue entries. Kind of automated it but it was an experience.
I still copy them to a back up library. I just don't restore them back anymore and it's never been a problem.
