Given that there are lots of specific tools I know nothing about but users
do, I assume this is a decision that Marco and his customers can take
together.

It is a very specific tool with many features, so it depends on how
technical these users are. If it were me, I would probably prepare a set of
templates to create new reports. Certainly, it will require a period of
learning. To me, one pro among others is that it's just one application
(meaning only one technology) that makes all the job, and the Studio is
just the IDE to prepare the reports.

As regards the server, the Community Edition comes for free and it runs on
both Linux and Windows servers. We usually have it run beside other server
applications on a Linux server at our data center, previously on-premise
and now externalized. Depending on your needs the CE might be enough.
