I doubt it. The startup program is not in a restricted state.

They might run OK as long as no subsystems other than the system ones are running, and no other job is active, but I’ve never tried it.

Check to see if TCP starts automatically or with a command in the start up. QSYSWRK might be starting without the startup in that case.
