Yes, it's used...

Or rather, I can't imagine it's not used by various system stuff running in
PASE...

Also the global values would be used in QSH/QP2TERM when a user doesn't
have an individual .profile setting up a specific path.

For that matter, even user specific profiles tend to add to the existing
global path, rather than replace it wholesale in my experience.
