I'd have a really tough time understanding why they would need a common view. No I don't think that was it.
Also, in that same manual you referred each "side" had it's own console address you set by dip switches.
I think the looking down into devices approach was because it was one of the next step in evolution from the key to diskette tables referred to on this same thread which had users across from each other, but not directly across from each other. Both keying away. The key to diskette table was the next step in evolution from keypunching cards.
