The problem is that "just turn on CC" involves changing a few million lines of code in a full blown ERP package you may, or may not, have the source to. So, even if you can do that, do you want to go through such a change management process? And repeat it upon every vendor upgrade?

Using Commitment Controll is state of the art since more than 20 years!!! In your case, I would work on changing the vendor of the ERP to one, who is following the state of the art.

Never the less, this situation does not prevent from using commitment controll in all programms of your own. Its much more complicated to use SQL without commit, than using commit. Many, many programms, I've seen are doing a select into, followed by an update, not thinking about, that the record could have changed from another process. Not talking about other problems like consistant reports in a 24/7 environment, or transaction safety in a well normalized database.

Rob, I agree with you: All files should be journaled, regardless you are using cc or not!
