I did some more testing. If I found a case where it said there wasn't a
specific job running, I then used the SQL functions to double check and in
a couple instances they are different. 0 jobs for API and 1 job for SQL.

Now, there is a difference of 3 seconds from when I list jobs and check via
SQL, but that seems very odd.
