Excellent! I need to quote this statement, because it's often missing with
network diagnosis. Especially when there are firewalls in between.


I'm not sure what information telnet can provide but the network techs gave
me access to a tool that allows me to look at all traffic between two hosts
and I could see the packets arriving on the application firewall and being
allowed through so the firewall rules appeared to be fine but they were
still getting connection refused. That led me to consider nobody was
listening.
