I do not think there was ever a separate release of 5733-SC1 for V7R3 ...
On a 7.3 system, GO LICPGM option 10 shows 5733-SC1 is V7R2M0 ...
IBM has done that (back-level stuff) for multiple LPPs for quite a few years now ... even decades.
Just saying ...

I'll check it again after I get the latest cume applied, presuming that
works.
