Yeah, did all that, including the IPL.
The PTF I downloaded was ordered with co-reqs, and it (SI57783) was included with the delivery.
Another user pointed out that these are ID'd as v7r2 PTF's, but the halts I got in PASE and QSHELL told me I needed them.

So, now that I see there's a new Cume, I'm downloading that and will install it and see what happens.

It could be as simple as something you downloaded wants that other PTF applied as a prereq/coreq. And that PTF may have came down with a previous PTF order along with a delayed PTF and they won't even load until that other PTF is applied.
With a new TR announced there's a high probability you have a new MF99* ptf already on your system demanding an IPL before much else can be put on.
