Also +1 to AFPRSC.  For one customer I have a printer file with the following format for check signatures:

 A          R CHKSIG
 A                                      AFPRSC(&SIGFILE &SIGTYPE +

 A                                             (*SIZE &WIDTH &HEIGHT) +
 A                                             (*PATH &PATH) +
 A                                             (*MAPOPT *ST))
 A            SIGFILE      128A P
 A            SIGTYPE       10A P
 A            ACROSS         5S 3P
 A            DOWN           5S 3P
 A            WIDTH          5S 3P
 A            HEIGHT         5S 3P
 A            PATH         256A P

Everything is softcoded - the path to the file, the type of file (*JFIF for .jpg files), the position on the check, etc.  It even scales the picture to fit within the specified box.

As to creating a PAGSEG, you install AFP printer drivers - I think you get them from Ricoh, now, but the Knowledge Center should have some info. Then you "print" your JPG to a file on the PC, then copy that file to a PF on the IBM i, then run the CRTPAGSEG command over that PF - it might be a source PF, I don't remember right now.

AFPSRC is a straight replace for PAGSEG keyword, some details on parameters, but it occupies the same place in your PRTF source.
