To extend (for other readers):
When working with FTP instead of the apparently limited iACS, you can easily use
quote type C 1208
on a command line ftp prompt to instruct IBM i to create the file with CCSID 1208 (UTF-8) instead of the default (which is specific to the installed IBM i language). All further steps on the i should not be necessary.
