No I am not using 3 part naming.

System name is required as a parameter on the cldownload plugin as in
/PLUGIN=cldownload /system=MSD820

I have opened a case with IBM as this works on other systems but not this
one.

Will let you know the result soon ... ish

Are you trying three part naming such as:
SELECT * FROM othersystem.systools.group_ptf_currency
If so, is othersystem in WRKRDBDIRE?
Do you have your user id in DSPSVRAUTE?
