Where is this base install? How do I ensure that it's a release of vios I
want?
As far as this "base interface" and this "echo CONTENT > file.ext"...
How would I use that from my HMC to get the file viosbr202102something
from the HMC back to the vios lpar so that I could run the viosbr -restore
command? Right after I just scratched the system and put on the new
version of vios and haven't done any communications configuration.

How would you be doing the scratch install? If you are using the HMC you
already have a base interface configured. I usually document my VIOS so I
can rebuild them with a script instead of a backup. Going back to your
point. I guess you could do an echo CONTENT > file.ext but I haven't tested
it and it wouldn't have any validation that you didn't lose anything in the
way...

through that to get a vios console.
