Where is this base install? How do I ensure that it's a release of vios I want?

As far as this "base interface" and this "echo CONTENT > file.ext"...
How would I use that from my HMC to get the file viosbr202102something from the HMC back to the vios lpar so that I could run the viosbr -restore command? Right after I just scratched the system and put on the new version of vios and haven't done any communications configuration.
