Odd, I use Implementer. I use Run SQL Scripts. Never noticed. Then again maybe I'm not storing it in such a way that's compatible with Implementer.

But we're getting off on a tangent.

Those from SQL Server Management Studio are not commenting/uncommenting out code for documentation purposes. They are doing it because they ran the line and are now working on the next line.
Using one of the early examples in this thread if you have these lines:
CL: create an outfile because that's the way I've always done it versus using the SQL views;
Select * from ThatOutfile where ...;

Someone from SQL SMS would comment out the CL: line while they keep tweaking with the Select. Kind of like they always do a Run All versus just running the line with the Select.
