Well, if CoolSpools is using the font files from that directory, maybe
it is as simple as converting the required PFB font files to PFA
format. I notice on our system, we have quite a few PFB files but no
PFA files. There are a number of free tools for converting one to the
other. Maybe try it, and put the resulting PFA files in the same
directory as the PFB, and see what happens?

We are converting the spoolfiles to PDF using a third party product called CoolSpools. The PDF is created as a valid PDF/A-1a document so I don't think the problem is with this application (but I have asked them for advice anyway).

Though it may not be a "problem" with their application, per se, they
should know *how* they are grabbing the fonts, and thus hopefully can
offer guidance on how to provide their software what it needs.
