I believe you're right.
However, you really don't need access to CRTLIB to create a library.
CRTUSRPRF DUMMY
GRTOBJAUT OBJ(CRTLIB) OBJTYPE(*CMD) USER(DUMMY) AUT(*EXCLUDE)
Sign on as DUMMY.
CRTLIB ROBBS6
CPD0032: Not authorized to command CRTLIB in library *LIBL.

DSPOBJD OBJ(ROBBS6) OBJTYPE(*LIB)
They could PTF that in.
(I bet some of you are more concerned that there's an alternative to CRTLIB though.)
