These types of architectural changes are typically introduced at "version" boundaries, e.g. "V5" versus "V4" (and prior), in preparation for mandatory re-encapsulation planned for (and introduced in) V6R1 (and above).
Each release within V5Rx improved internal security implementation details, increasing OS integrity, culminating with changes introduced at V7R1.

You know, it may have been V5R1 instead of 7.1.  There were a lot of people who stayed at V4R5 way too long.  Probably because it was the last version which could compile down to CISC boxes.  Which also makes sense as to V5R1 being the most likely over 7.1 in enhancing the observability retention.
